This is the translation of Programme Circular No.89/2015 (in Chinese) issued on 15 July 2015.
Where a comparison of the authentic texts of the “Procedures and Guidelines on Issue and
Collection/Purchase of Badges in Scout Section” discloses a difference of meaning which cannot be resolved,
the matter shall be referred to the Programme Branch for interpretation and amendment if necessary.
This circular now reiterates the procedures on issue and collection/purchase of badges in Scout Section to
serve as a guideline for all Scout Leaders and related authorities, details are as follows:
